The stage for the conflict between Jitneys and public transit was set in the nineteen tens when jitneys captured about 25% of public transit’s ridership in urban areas across the country. After that the battle began, and jitneys were regulated and restricted at the city level as well as nationally. In evaluating the legality of jitneys there are four areas to analyze, (1) the history of the illegality of Jitneys, (2) the federal laws which repress jitneys, (3) the legalization of jitneys at a city-level, and (4) the regulation of jitneys into busses in cities such as the Hamptons.
